He controls all that falls from the skies ( Rain, hail, wind ect.)and he wears a golden rain dropon his forehead to symbolize his powers. Vikling is the twin brother of Zunder. Vikling was driven to evil once he touched the cup of haties and since then his drive toward ruling the whole universe exploded. He created the Five Phobias (Ruin, Razz, Erupt, Palsy and Kahn) to help him in his quest as his strong armed henchmen. His down fall is his confusion and lack of knowledge of the cups full potential.
